At first, it was a bit itchy, so I scratched it and just thought it was some kind of breakout.

I went to a dermatology clinic and got a prescription for hand eczema ointment.
Anyway, it felt good while I was applying it, but if I stop using it, it gets itchy and flares up again.

Prescription ointments for hand eczema are for short-term use. Be cautious with oral medications. Focus on replenishing moisture; lanolin cream is recommended for moisturizing.

It's okay if you get a prescription lotion. I also had severe eczema on my hands, so I got a lotion prescription from a traditional Korean medicine clinic in Cheonan-Asan, and my condition improved a lot after using it. It doesn't even contain steroids, but applying it frequently made it gradually better.
