It's the same in Hanoi, the weather is so rainy, yet my skin still breaks out, which is so strange! Last time I went to Seoul during the rainy season, I noticed my local friends took better care of their skin, applied more moisturizer, and their skin barrier became stronger. Maybe you could try that?
