So functionality comes first. I was doing it in the opposite order.

I apply the Oncia serum first after toner because of its clear gel texture. It absorbs refreshingly, and I finish with a cream; personally, I find this order works best for me.

If it's a clear gel, it must be on the thinner side. I always get the order confused too, so I've just been using it as is...
