I recommend going to a breast surgery clinic. After doing some legwork, I went to The Yu Clinic near Seohyeon Station, which is famous for accessory breasts. I even received insurance coverage, and the removal went well.
If you'd like to look into it further, check out Haiyu in Busan! The director there is really meticulous.
