I have a raised, red surgical scar from an old injury, so it shows completely when I wear thin clothes. Over-the-counter ointments aren't working, and I think I've reached my limit constantly covering it up with flesh-colored bandages. Are there any hospitals that can definitively excise and remove surgical scars, rather than just using a laser? Since the area is quite noticeable, I want to go to a place that is skilled enough to prevent the scar from recurring...
